Depends what you mean by 'about' I guess?
It's interesting to discover that often politicians take a completely different meaning from a concept, such as, in this case, freedom. The quote comes from a speech Guiliani made in 1994 in which he spoke of government not having all the answers to social problems (good), but also of the function of schools in training youngsters to be responsible citizens (good up to a point) and the importance of individual responsibility (good) but also respect for the law (not always good, when the law is an ass).
I don't think Giuliani really knows why freedom is good. I fear if he became president that the incursions on civil liberties that have arisen during the reign of W would worsen.
This man is an opportunist crook. He was the bureaucrat who attempted to destroy Milliken. He was the guy who told Milliken that if he fought the charges bought against him, then his father (in his late 70s) would be hunted down and incarcerated. He was the guy who told Milliken that his wife and kids would be incarcerated as well. There was no chance to defend innocence against this thug.
Vermin, he was and vermin he remains.
