This is a vast, elaborate joke right? What sane person would want to live somewhere the combines all the most attractive features of 'The Truman Show' and 'Deliverance'?
I suspect there's an 'Onion' element to the story, Craig -- plenty of clues there -- but sadly not to the town itself.
