lot's of language spin and legislated definition changes these days, so just to get this clear.. does "imprisoned" mean they are not allowed to leave?
PC, you posted the quote....
do you know if the refugees on Manus Island are free to leave? A common understanding of "imprisonment" is that a "prisoner" cannot leave - is this the case here, do you know?
