The phrase "I wouldn't start from here" comes to mind.
The part where they locked everyone out, driving half the city's businesses to the wall and then waited a year so the survivors could sign ten year leases in Addington and Harewood could prove to be a tactical error.
ChCh is a risk. So it needs risktakers. Speculators. Opportunists. The breed that govt-exalted-minimisation-of-risk has tried to eliminate.
