Recovery authorities are asking business, property owners and customers what would entice them back into Christchurch's quake-stricken CBD.
But never in a million tears would they consider that…

The phrase "I wouldn't start from here" comes to mind.
The part where they locked everyone out, driving half the city's businesses to the wall and then waited a year so the survivors could sign ten year leases in Addington and Harewood could prove to be a tactical error.
ChCh is a risk. So it needs risktakers. Speculators. Opportunists. The breed that govt-exalted-minimisation-of-risk has tried to eliminate.
