I recommend reading and digesting all of what's quoted. Not just the bits you understand.
For drunk-driving or any other crime, there has to be positive evidence that a crime has been, or will imminently be committed. You couldn't have laws, echoing the immigration position, which would simply say: everyone has to stay off the roads in case they're drunk.

Setting aside the typical snideness of your comment, how do you digest something you don't understand? Besides the rest of the quote, for what it's worth, simply reinforces the position that protecting the innocent from drunk drivers is appropriate.
