Because you've not given the context, which was an embedded journalist who reported the shooting by insurgents of previously disarmed Iraqi soldiers in Fallujah--which as Yaron pointed out could ONLY happen with the support of civilians who harboured and supported the insurgents.
Obviously carpet bombing every man, woman and child would be the correct thing to do morally and strategically. It would foster sympathy and support for the US both locally and internationally and would end terrorism practically overnight
