The State is not a good parent
"Reading the abuse in care reports, two questions requiring clear and compelling answers remain unanswered: Why? and How? Why were so many children and young people abused in such awful ways? How was it possible for so much and such appalling abuse to continue unchecked for so long? Without satisfactory responses to these two critical questions, the chances of history repeating itself must remain unacceptably high. "For some reason, however, the Why and How of Abuse in Care were not made the prime focus of the Royal Commission’s investigations. Its reports tell us the Who, When, Where and What of this horror story, but, those two key questions, Why? and How?, are not adequately addressed."
The counterfactual needs to be stated as well. The State may be a very poor parent, but many of the children that ended up there was because their parents were even worse. No different now with all the children who end up with OT, or those really unfortunate ones who die because OT wasn't involved, or they were in whanau "care".
We welcome thoughtful disagreement. But we do (ir)regularly moderate comments -- and we *will* delete any with insulting or abusive language. Or if they're just inane. It’s okay to disagree, but pretend you’re having a drink in the living room with the person you’re disagreeing with. This includes me. PS: Have the honesty and courage to use your real name. That gives added weight to any opinion.

Agree. And that makes this a very hard one to solve long term.
